Ogun Assembly Passes Scavenger Bill, Invites Stakeholders Over Anchor Borrowers Deduction

Ogun State House of Assembly has passed a bill to regulate the activities of scavengers and waste dealers in the state, aimed at promoting public order, environmental safety, and peaceful coexistence.

The bill, titled “The Scavengers and Waste Dealers Law, 2025, was passed following the presentation of a report by the Chairman House Committee on Environment, Mr Samsideen Lawal.

The report was adopted following a motion moved by  Mr Lawal, seconded by the Minority Leader, Mr Lukman Adeleye, and supported by all members through a unanimous voice vote during plenary.

The bill was subsequently considered clause-by-clause before the Committee of the Whole House,after which the Majority Leader, Mr Yusuf Sherrif, moved for its third reading, seconded by the Minority Leader Mr Lukman Adeleye and supported unanimously.

The Clerk of the House, Mr. Sakiru Adebakin, then read the bill for the third time.

The Speaker of the House, Mr Oludaisi Elemide, directed that a clean copy of the bill be transmitted to Governor Dapo Abiodun for his assent.

Meanwhile, the Ogun State House of Assembly has summoned stakeholders involved in the now-defunct Anchor Borrowers Programme over alleged continued illegal deductions from the personal savings of farmers who were enrolled in the scheme.

The Speaker , Mr Oludaisi Elemide issued the directive following a personal explanation raised by Minority Leader, Mr Lukman Adeleye, during plenary under Order 8, Rule 47.

The Assembly resolved that all relevant stakeholders  should appear before it on Tuesday, 21st October, 2025.
